I don't see any reason why LPNF should not follow a similar guideline. Wikipedia cannot assume that its readers know what a national forest is, or who manages them. We can't wiki-link "National Forest" in the title words because that's against style guidelines. So, it may be somewhat awkward to write it the way it's written, but I don't know of a better way.
