You're free to use the same news article as a reference, but to steal the entire reference and give no attribution credit is cheap. IMO, best practice is to always attribute to articles (in both the edit summary and on the talk pages of the involved articles) when copying within Wikipedia. Attribution is the right thing to do. That is the way I always do it. I've notified the editor of that. Text and references copied from [[Source Article]] to [[Recipient article]]. See former article's history for a list of contributors.
