FYI re Mao

The name of the department that Mao headed in the second KMT executive was called the 宣传部 - the Propaganda Department. It's not a controversial translation, as any Chinese-English dictionary or reasonable reference on Mao would tell you. I do appreciate your concern about sources. I am restoring the edit pending sources, which I will introduce as soon as I can find it.
