Nordic Noir is a type of Scandinavian crime fiction and television drama that typically features dark storylines and bleak urban settings.

Nordic noir: is a genre of crime fiction written from a police point of view. The language is simple and eschews metaphor, the settings have bleak landscapes, and the mood is dark and morally complex. The genre depicts a tension between the apparently still and bland social surface in Scandinavia and the murder, misogyny, rape, and racism it depicts as lying underneath. It contrasts with the whodunit style such as the English country house murder mystery.

So, basically dark Scandinavian crime fiction. These Goodreads lists should give you some ideas. There may be a lot of overlap.

Microhistory: is the intensive historical investigation of a well-defined smaller unit of research (most often a single event, the community of a village, or an individual). In its ambition, however, microhistory can be distinguished from a simple case study insofar as microhistory aspires to "[ask] large questions in small places".

Basically, a micro history looks at a bigger issue by focusing on a small part. More lists:

As for local. I think everyone can determine how local they want to focus. I would think that in your state is ok though. Some people live in really rural areas that may not have a more local published author. I live just outside of a decent sized city, so I may look for an author from there, but I have no issue with including author's from within my state.
